Depends on the effect you intend to achieve. For the edges, I dip my cut n dry foam in the ink, hold it at an angle against the edge of my paper, and brush in a downward motion. You can also apply it all over your page to achieve a vintage look.
Play with it until you feel comfortable. There's no right or wrong. The Ranger site has other ideas on what you can do with distress ink.

you also need to check the amount of ink the cut n dry foam might have picked up. sounds like the foam might have been a little too wet? and also watch the amount of pressure you may be applying when applying the ink to the papers. try on scraps. safest is - apply as light as posible first, wait for it to dry then go over again if it is too light. you can't reverse with inks, as in once brushed on, you can't lighten it. but can darken it. hope that helps.
